Bihar’s Forensic Laboratory to Get to Sophisticated Equipments

Bihar State Government is to buy several Sophisticated Equipment worth Rs 8.5 crore to strengthen the Forensic Science Laboratory (RFSL) at Muzaffarpur and Bhagalpur. In addition, some of the equipment will also be handed over to the (Forensic Laboratory) FSL in Patna for its upgradation. Sources said out of the 13 machines, eight are being purchased under the modernisation of police force scheme from central government’s fund while the other five are being purchased by the state government. They said purchase orders have been placed for high performance liquid chromatographer (HPLC), high performance thin layer chromatographer (HPTLC), fully automated trinocular microscope, UV spectrophotometer, compound microscope, comparison microscope and gas chromatographer with head space for Forensic Laboratory

IG (Provision) Pankaj Kumar Darad said the equipment were being purchased under the supervision of DGP P K Thakur and ADG (Headquarters) Sunil Kumar with focus on strengthening regional FSLs for fast disposal of cases based on FSL reports. “At present, there is huge workload on the Patna FSL, which has to prepare reports for district police across the state,” the IG said.

Darad also said the state police headquarters is attempting to make both regional FSLs fully functional within the next few months so that load could be reduced from Patna FSL.

Explaining the working of the equipment, source said HPCL is used for chemical analysis of all types of explosives, drugs and viscera while HPTLC is exclusively for drugs and viscera. “Trinoculor microscope is used for analysis of biological elements like hair and swabs of human body, UV spectrophotometer with help UV rays helps experts know about any type of substance brought for analysis and is largely used in vigilance trap cases,” said the source. Comparison microscope is used in ballistic examination which helps experts analyse the pattern created on a pellet or a cartridge on microscopic level.

At least Rs8.5 crore is being spent on the purchase of the equipment. HPTLC, a Swiss manufactured equipment, costs around Rs1.7 crore and two such machines are being purchased for regional FSLs.
“Bhagalpur has only three FSL experts who visit crime scenes and depend on Patna FSL for reports while Muzaffarpur has 15 experts,” said the source, adding approval of Rs 30 lakh is awaited from the state government for setting infrastructure at the newly built FSL building at Bhagalpur for making it functional.

The Patna FSL has ballistic, cyber, polygraph, DNA, biology, serology, histopathology, narcotics, toxicology, explosives, general chemistry and physics wings for which around 60 experts are available. The state government’s target is to make regional FSLs equipped with all wings, except DNA, cyber, polygraph and serology wings which would be kept centralized at Patna.
Gas chromatographer is used to analysis blood and urine samples for presence of any chemical.
